MINCOOP is an interdisciplinary and cross-sectoral project that focuses on the conceptualization and operationalization of minorities within the framework of universal international law, with the primary goal of improving the legal protection of traditional (national, ethnic, religious, linguistic) minorities and persons belonging to them. The project contributes to the growing field of minority studies and stems from the observation that international law often uses the concept of minority to set standards for the recognition of group-specific rights or protection against discrimination, without actually offering definitions of protected groups (conceptualisation) or criteria for belonging to these groups (operationalisation). This is not merely an unresolved theoretical question, but a practical shortcoming that is crucial for the protection of minorities. The vagueness of relevant terms hinders the achievement of policy objectives, and the possibility of abuse can easily lead to further discrimination and marginalization. In order to provide clear answers to the problems of conceptualisation and operationalisation, the project proposes to conduct a timely, systematic and comparative analysis of the monitoring materials of ten United Nations human rights treaty bodies, thereby filling an important gap in the scientific literature. The project uses a mixed research design that includes quantitative, computer-assisted content analysis and qualitative legal analysis, as well as case studies and field research (interviews) in Slovenia. The research project will not only contribute to the theoretical debate on minority rights and prepare recommendations for policymakers, but also aims to raise awareness among the general public about the pressing issues facing traditional minorities and to promote more tolerant and inclusive societies.<\/p>\n<\/div>\n<\/p>\r\n<\/div>\n\n\r\n
