The need to preserve the “indigenous” settlement areas of Croatian and Serbian life has been highlighted for a good twenty years. During the preparation of the new Slovenian constitution in 1990, the Institute for Ethnic Studies produced an extensive discussion on the issue of the protection of national minorities in Slovenia. It also drew attention to the issue of protecting other national communities besides Italians and Hungarians.

The publication based on the discussion states that it is necessary to consider the situation of certain other ethnic communities that, in addition to Italians, Hungarians, and Roma, are indigenous to the territory of Slovenia: “Serbs (in the border area of Bela Krajina), Croats (in some border areas), and the question of the existence of a German ethnic community (which was long believed to no longer exist in Slovenia)” is also being raised.
