As part of the international Horizon Europe research project on legitimate crisis management at all levels of decision-making (LEGITIMULT – Legitimate Crisis Governance in Multilevel Systems), the Institute for Ethnic Issues, in cooperation with the Municipality of Izola/Isola, organized and conducted a citizens’ assemblyon Saturday, March 22, 2025, at the Manzioli Palace in Izola/Isola. At the event, we discussed with the participants the experiences, thoughts and assessments of crisis management, various crisis measures, their effects and consequences during the Covid-19 pandemic at the state, regional and municipal levels. We were interested in citizens’ opinions on the justification, proportionality, effectiveness, legality and legitimacy of crisis management and measures, as well as thoughts and suggestions on how crisis management and measures could be improved in the future. Based on the discussion, the project will present examples of good and bad practices and a set of measures and tools to improve crisis management in the future.
