Support and development of Slovenian language teaching in Croatia/the Balkans

The status of the Slovenian language in Croatia is complex and marked by a contrast between relatively well-established legal protections and difficulties in implementing them in practice. Despite the existence of legal provisions, members of the Slovenian community often face administrative barriers, bureaucratic procedures, and a lack of responsiveness from certain institutions, which limits the effective exercise of the right to learn the Slovenian language.
Demographic data indicate a long-term decline in the number of members of the Slovenian community and speakers of the Slovenian language, with the aging of the population being a notable trend. This further underscores the importance of organized forms of Slovenian language learning, as these are becoming a key mechanism for preserving the language and identity.
A positive trend is the growth in the number of students, schools, and forms of Slovenian language instruction, particularly within Model C, supplementary instruction, and the project in Varaždin County. Learning Slovenian goes beyond mere ethnic affiliation and also gains practical value linked to educational and employment opportunities.
One of the key challenges remains the shortage of adequately qualified teaching staff and their instability, which affects the quality and continuity of instruction. Recruiting teachers is difficult, which often slows down the introduction of instruction in new schools and settings.

For the long-term preservation of the Slovenian language in Croatia, coordinated action by all stakeholders, strengthened institutional support, and a more active role by both the Slovenian and Croatian sides in the realization of existing rights will be crucial.
In conclusion, we can emphasize that there is interest in learning the Slovenian language, but its realization requires better organizational conditions, a stable teaching staff, and stronger community support. Only through a comprehensive approach will it be possible to ensure the sustainable development of instruction and the preservation of the Slovenian language and identity in the border region.
