Implementacija dopolnilnega pouka maternih jezikov in kultur: šole kot ključni akterji dostopa
The project examines the implementation of extracurricular mother tongue and culture instruction (EMTCI) in Slovenia and explores the factors that affect its accessibility and continuity. Although EMTCI is normatively enabled, its implementation in practice depends on several factors: primary schools’ willingness to host classes, applications to the Ministry of Education’s public call, communication with parents, cooperation with countries of origin, associations and community organisations, and the provision of funding for teachers’ work. The research combines an analysis of Ministry of Education administrative data, supplemented with data from the Statistical Office of the Republic of Slovenia, an online survey of primary schools targeting head teachers or persons responsible for organising EMTCI, and in-depth interviews with head teachers, school counsellors or coordinators at selected primary schools. The aim of the project is to examine which institutional, organisational and local factors influence whether EMTCI is implemented continuously in some settings, while elsewhere it is implemented only occasionally, interrupted, or delivered outside the primary school network.
